About the Job
The purpose of Communications Officer’s role is to contribute to developing and implementing the ICRC delegation’s strategy on communication. S/he contributes to designing, planning and implementing communication projects and activities in coordination with the Communication/Prevention Manager and in support of the other departments. S/he represents the ICRC externally and builds the necessary understanding and acceptance of and support for the ICRC among key stakeholders.
Duties and Responsibilities
Under the supervision of the Communication and Prevention Manager s/he:
- develops relevant communication tools keeping diverse audiences in mind, for community engagement, promoting international humanitarian law (IHL), and supporting the National Society
- manages the external relationships and represents the ICRC with the range of relevant stakeholders including community engagement activities
- undertakes dissemination sessions about the ICRC and its humanitarian action including related to basic IHL
- creates content for external engagement through the identification of opportunities and synergies for inter-departmental or inter-delegation cooperation
- manages the communication material needs of different departments in the delegation
- oversees the translation of available communication material into the local language to support communication material as and when required
- follows, socio-political and economic developments and trends with a focus on the humanitarian issues relevant to the delegation and its presence in the context
- keeps abreast of new developments and shares information and analysis in a timely manner to improve the delegation’s understanding of the humanitarian, environment, trends and responses
Certifications/Education required
- University degree or equivalent in a relevant field such as communications, political science, international relations or journalism. A master's degree in a relevant field is an asset.
- Fluency in spoken and written English and Romanian. Knowledge of Russian is an asset.
- Computer skills (competence in MS Office and other software).
Desired Profile and Skills
- At least 4 years’ experience in public relations, communications, journalism, and/ or implementing advocacy and community engagement campaigns. Experience in a humanitarian organization is an advantage.
- Good understanding of the media environment and newsgathering process.
- A good knowledge and understanding of national political and socio-economic trends, specifically related to humanitarian issues.
- Strong analytical and writing skills including proven experience in preparing background briefs, reports and carrying out in-depth research.
- Experience in training and capacity building on communications and advocacy is an advantage.
- Basic knowledge of IHL is an asset
- Familiarity with online and social media communication tools.
- High degree of initiative and organization as well as strong priority-setting skills. Proven capacity to work in a stressful environment and follow tight deadlines.
- Willingness to travel within the country.
- Humanitarian experience an asset.
