PROGRAM BACKGROUND
Handicap International “HI” (operating as Humanity & Inclusion) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
HI is currently opening a multi-sectoral life-saving assistance to displaced and non-displaced populations in Ukraine such as : Protection, shelter, health, NFIs, food security and livelihoods, water, sanitation, hygiene, and education and strengthening and supporting access to mental health and psychosocial support; provision of basic and domestic items including food, unrestricted cash assistance, and core relief items.
1 Recruitment process:
- Ensure respect and use of official HI forms of the recruitment procedure.
- Make sure that all recruitment request forms are properly filled, approved from all concerned people and the Job Description is attached.
- Communicate vacancies advertisement to lawyer and follow-up.
- Make sure that the line managers update JD’s for each recruitment according to the needs and context.
- Share all the new and/or amended JD with Fin/HR manager for approval before sharing it with teams and or before advertising the position.
- Ensure that all JD’s for each department are updated and the soft copy is saved properly, provide the last version of updated JD to head of departments before advertising the position.
- Prepare the longlist and shared with the hiring managers.
- Call all the short listed candidates for Test and Interview as per the schedule received from line manager.
- Facilitate departments to conduct test and interviews, participate in interviews
- Supervise the full recruitment process and propose any improvements
- Complete all the paper work for selected candidate, scan and archived all the documents.
- Make sure that no staff starts working before signing the contract
- Make sure that staff respects HI policies while asking for any kind of leaves.
- Make sure a proper follow-up of leaves, register them in the payroll file and scan the copy of each leave request and save the electronic version in staff personal file.
2 Staff induction process:
- Maintain the induction presentation up-to-date, check periodically with Fin/HR manager if the induction needs to be updated/revised.
- Provide general administrative/HR briefing to new employees.
- Prepare contracts and open HR files for any new employee.
- Introduce the newly recruited staff to all the teams
- Ensure that any new employees are aware of their rights and duties towards HI: reading the internal regulations and leading briefings to project teams.
3 Staff monitoring process:
- Control HI’s employee documents are provided (HI card, etc)
- Upon request from the line manager, supervise all the processes concerning HR management and follow up: amendments of contracts, promotions, attendance sheets, leave follow up, JD update etc.
- Ensure the development of a systematic filing for all HR documents both in hard copy and electronically.
- Make sure that all documents, personal files, attendance sheets, leave requests are scanned and soft copies are systematically saved.
- Follow-up with Line Managers to make sure that all staff has a probation review form completed by their line manager at least one calendar week prior to the required termination notification date.
- Ensure respect and use of official HI HR policy & procedure.
4 Disciplinary processes
- Support the Fin/HR manager in any disciplinary measures taken toward any employees: preparation of the forms, providing understanding of the situation and the cultural background, assist and advises during interviews (if requested) and decisions.
- File all the elements concerning disciplinary measures and keep all the data confidential.
5 Salary and taxes
- Follow up the mission monthly payroll.
- Ensure compliance of HR policies and procedures with the local labor Law, Tax and Social Security Legislation and HI policies.
- Control attendance sheets and leaves requests.
Note that this job description must remain flexible, to respond to additional tasks or changes
as identified by the line manager.
Required Profile:
- Minimum one year experience in Human Resources
- Good English level (both the verbal and written)
- Organizational skills, Autonomy, Reactivity / Flexibility, Ability to deal with priorities strong negotiation and communication ability;
- Be able to work accurately, with good attention to detail.
- Patient, tactful, diplomatic and approachable.
- Team work spirit.
Salary: 14 129 – 17 607 MDL
Duration of Contract: 3 months with possibility of renewal
