Access Coordinator (Open to Nationals ) Based in Chisinau
In response to the large-scale displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania, and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent with local partners.

The Access Coordinator will work closely with the Area Manager and support the development of area office access strategies and analyses, support external engagement and negotiations with national authorities and other humanitarian actors.
Responsibilities
• Network, communicate and cooperate with relevant external stakeholders.
• Support the development of existing access strategies and tools to facilitate the expansion of NRC’s activities.
• Upon delegation, represent NRC with local authorities and area-based humanitarian actors.
• Provide capacity building to field-based staff engaged in access and programme duties across Moldova and southern Ukraine.
• Inform access analyses and contextual updates based on programme demand and in collaboration with field staff and the Global Access Team.
• Provide the Country Director with strategic advice based on changes to the context.
Context Responsibilities
• Develop specific SOPs as needed.
• Support the Area Managers in ensuring the Area Offices (Moldova and Southern Ukraine) have a coherent and unified approach to external engagement with local authorities, working closely alongside both the Area Manager and programme staff.
• Upon delegation, represent NRC externally to ensure NRC has the necessary access approval and the latest understanding of access requirements and barriers.
• Advise on context-appropriate negotiation strategies and tactics for access and programmatic colleagues dealing with rapidly evolving operational landscapes and challenges.
• Advise programmatic colleagues on context-appropriate modalities for the provision of assistance based on up to date and accurate contextual understanding
• Contribute to the development of area-based humanitarian access strategies to support the safe and principled delivery of emergency assistance.
• Continuously monitor the evolution of the humanitarian, security, and political situation in southern Ukraine, and Moldova.
• Ensure NRC has an up to date and comprehensive actor mappings and analyses of the key national and international stakeholders relevant to humanitarian access.
• Prepare relevant reports as needed.
WE ARE LOOKING FOR A CANDIDATE WITH THE FOLLOWING COMPETENCIES:
Competencies
• Bachelor’s degree in relevant field
• Minimum 2 years of experience working in a humanitarian organisation
• Previous experience from working in complex and volatile contexts
• Fluency in Russian
• Working knowledge of English
• Previous experience in humanitarian negotiations is considered a strong asset
